The time for negotiations are over. The time is here to support the brave indigenous Iranian people dying in the streets in protest, who seek to lift off the heavy yoke of the Islamist colonizers that have enslaved them for 47 years.

You see, to become a US citizen, one must first be a legal permanent resident of the USA for at least 5 year s (3 years if married to an Ameriican), and that must be preceded byu having a legitimate, US permanent resident visa issued them before they migrate to the USA.
2)

Those that come to the USA as students, those that enter the USA under temporary protection visas, as tourists, or as foreign workers on a work visa, and especially those that entered the USA on visas that were fraudulently issued, have no path to US citizenship.
