There's an aspect of the Xinjiang nightmare that hasn't been explored a lot, and that's the party is using this to finally proletarianize the Uighur population.
Uighurs historically have been pastoralists, small scale farmers, or small restaurateurs in the cities. When they move out to eastern cities they have a bad reputation for being petty criminals and populating the urban underworlds (where this comes from I don't really know)

This has led to tensions and even riots between Uighur and Hui communities, who are much more established in small business from what I understand, and often resent migrants from Xinjiang.
Anyway, the party sees this whole thing as a chance to kill two birds with one stone - pacify Xinjiang's important geography by delinking it from Uighur and Muslim identity, and figuring out what to do with a population that has so far been somewhat resistant to the wage relation
You see this in three aspects: 1) the "trainee" program within the prisons, where prisoners are rewarded with jobs at white label factories attached to the camps. The party has been gun-ho with this being the most important part of the program, preparing them for industrial work.
This is, of course, nothing unusual in the history of capitalism - look at the history of forced "trainee" labor in the early cottage industries of western europe - but you don't expect this from the second biggest economy in the world.
2) Hiring sprees for ethnic Uighur police officers, administrators, and other security bureaucrats inside Xinjiang. In the last year the Xinjiang government has multiplied its police hiring by a factor of 5.
Like in Tibet, the party has focused on making sure these positions go to members of the indigenous populations with "clean" records, easing the counterinsurgency process and adding large numbers of Uighurs into the civil service system. 
3) Forcing large amounts of Uighur migrants back to Xinjiang to either be detained or monitored. While this has mainly been used against Uighurs who have recently traveled abroad (and if they visited Turkey they get two red flags), it also seems to have been randomly applied.
Uighurs from all over eastern China have gotten requests to return to their hometowns in Xinjiang, regardless of their affiliations and piety (or lack thereof). If 10% of Uighur migrants disappear back to XJ, ideally the rest will straighten up and stay away from lumpen activity.
Which is an extension of the broader philosophy of the Xinjiang dragnet, applied outside of Xinjiang itself.
