Successful because it complements a regularly-scheduled, high-volume service (the ferry). It provides a second-option, and is not trying to replace an existing service.
If the city were proposing to replace the ferries with water taxis, I think we'd have a much different view on whether this qualifies as "successful".

We know Henry Ford isn't personally tweeting from the verified @Ford account. Are politicians brands that live on forever? Maybe Twitter should allow users to click on an account's verification badge and provide transparency regarding who/what has been verified.
Ultimately, I think Twitter needs to provide more transparency about verification: the process for getting verified and how you lose it. And, maybe create different verification categories, say for individuals, companies, news orgs, etc.
