A man's libido is dependent largely on physical, biological and psychological factors, but for the purpose of this thread, we'll focus on the biological factors.

Most women have testosterone levels that are not even constant, there can be "off" times and "on" times. With peaks about 2-3 days before ovulation, and falls much later.
Which is why most females if not all, all things being equal, feel horny during this period.

So back to the gist, an average woman's peak testosterone levels about 7 times lower than that of the man, she gets a lot of "off" times because of progesterone levels that is linked with vaginal dryness which can affect her desire for sex greatly.
