The colonial and European structure of African armies designed to hire bodies and prevent coups rarely fits the threat that exists today. Roving hit and run bands used is an ancient African structure that the Europeans are trying to recreate by counter terrorism training.
The problem is that African nations need both high tech (pilots/intel/ISR) and brutal ground work (long range ambush, leapfrogging, night ops) to constantly tip over planning and movement of terror groups. Many who flourish because of the corruption and incompetence of govts.
