Patrick Kelly (Director of Finance) with a report on the Development Charges Background Study. Notes that the findings might be affected by the province's Bill 108.
Question from Cllr Gordijk to Mr Kelly. Asks if it would be possible to look into the possibility of mailing public meeting notifications to residents because she heard feedback from some residents that they weren't aware of meetings.
Mr Kelly says he believes that engaged residents are already getting the message from the press and councillors spreading the word.

Andrew Martin (Manager of Planning/EDO) with a report on the Capital Homes zone change application. Refers to some of the concerns of current residents in the subdivision that were raised at the public meeting at council in June.

Resident Paul Ditner addresses council and staff. Says he agrees with Mr Martin's report, with the exception of timing of notification of the proposed changes from the developer.
Mr Ditner wonders what the new homes will look like and how the province's directives will affect the proposed changes.
Mr Martin addresses the specific concerns raised by Mr Ditner, referencing what Capital Homes *could* do if they wished, according to the new provincial rules.
Mr Martin: These aren't rules about what developers *must*, do but they do determine what municipalities, like the township, must allow.
Cllr Gordijk asks for clarification that these are options available to developers, and that businesses like Capital Homes might choose not to build secondary units.
Cllr Gordijk thanks Mr Martin for his detailed report and for addressing residents concerns.
The Capital Homes zone change recommendation is carried.
Rod Leeson (Fire Chief) with a report about awarding an RFT for the New Hamburg fire station renovation. Questions and comments from Cllrs Pfenning and Hallman.
