THREAD 1/? - This month's MYE FOIA release is rather sparse, but let's go through it and see what's new.
First up, we have MYE-TSSCI-016-1A14. Although we only have this cover page, previous releases can give us some context to "Spreadsheets Containing CIA Response."
Most of the files in the TSSCI subfile were originally filed in other subfiles. For instance, in Part 35, Page 20, we got this document that was filed in the OCA (Original Classification Authority) subfile. drive.google.com/open?id=1Mn-Rd…
However, due to the classification of the materials in the spreadsheet, the spreadsheet was only filed in the TSSCI subfile and not uploaded to Sentinel. But we now have enough information to know that the spreadsheet was in response to an FBI request on January 20, 2016.
Here is a link to the 1/20/16 LHM (Letterhead Memorandum) from the FBI requesting CIA assistance in reviewing emails for agency equities. drive.google.com/open?id=1WLPwV…
Next we have a cover page for MYE-TSSCI-020-1A18. The actual attachment is completely withheld in full. The description is "[REDACTED] Documents attached to CIOL." (CIOL = "CI Ops Letter").
Again, we have previously seen reference to this attachment. In Part 35, Page 22, we have the original Serial referencing this attachment under OCA-088 (same as TSCCI-020). This is a response to an FBI LHM dated 5/10/16. drive.google.com/open?id=1g7S58…
Here's a link to the 5/10/16 LHM. This was originally released in Part 20, Page 228. drive.google.com/open?id=1QFlyM…
Next we have MYE-TSSCI-003-1A2. This is an interesting letter from the CIA that needs a bit of backstory. The CIA previously granted authority for FBI to show certain emails in interviews with certain classified information.
The FBI sends an LHM on 2/23/16 saying (basically) "We found more emails that we want to show, but don't want to wait for your authorization, so we are showing anyway under your previous authorization." drive.google.com/open?id=14MJX_…
The CIA responded by stating it "non-concurs" with that plan. However, by 3/1/16, they end up granting permission for the FBI to use the additional emails in the upcoming interviews.
The next few pages are for MYE-TSSCI-004-1A3. We still don't get much more than the cover pages, but a CIA cover letter is included as well.
We received some additional information about these attachments in Part 38, Page 29. Note at the bottom of this Serial, it was filed in two subfiles - the OCA subfile and a redacted subfile. We know it is the TSSCI subfile from earlier releases. drive.google.com/open?id=1F9tKq…
Finally, we have cover pages for MYE-TSSCI-015-1A13 and MYE-TSSCI-019-1A17. The actual attachments are again withheld in full. The 1st is copies of emails that were sent to CIA for classification review, and the 2nd references a document that was included with TSSCI-020 above.
And that's all that's included with this release. Some cross-referencing of dates of the above serials and interviews that were held in March 2016 are probably in order, but that is for a different time/thread.
These latest releases are basically filling in the gaps of documents that were referred to other agencies for FOIA review. Based on review of all of the "Deleted Pages" pages in the releases, there are still a good amount of pages still under review, but the number is shrinking.
I am working on putting together some more information about which Serials we can expect to receive in the future and which are withheld in full (at least for now), but putting that information in user-friendly format is challenging. Hopefully will have it completed soon.
And that's it for this month's MYE FOIA Review. Comments/questions/observations? /END
