Govt Expenditure is rising so it can't forgo its excise income. It also need cushion for GST in which it has promised to pay 14% increment tax to states. So Govt is filling its Hole , pulling its Fiscal deficit to below 4% which is making India a Magnet to foreign flows & FDI.
In last 18 months the diesel prices are down by Rs 13 but not a single taxi or a bus or an Auto driver has reduced the price. So common consumer benefiting from fall in price is a Myth unless he/she own private vehicle which constitutes just 7% of the total Indian population

Price of 83 in 2013 was subsidized. Today its 73 without subsidy and taxes are being used for development of the country. There is no debt created nor any fiscal deficit is compromised by printing cash which eventually lead to high double digit inflation
