Every Korean citizen has been acting as a very responsible and honest Govt functionary.
If the Govt asks them to
- stay indoors; it is like a self imposed curfew on the streets.
- avoid public places; the shopping malls, parks etc are empty.

- rationing of essential items like masks, water, bread etc..everyone observes; no complains

...instructions at a very appropriate time. Yet the Govt cannot act on it on your behalf. A country with as dense population as ours is at a great risk of pandemic spread.
