The UK is not eligible to join the EU's €100bn job-support scheme, SURE.

European commission official: On the basis of withdrawal agreement, UK is part of existing financial programmes, but cannot join new ones i.e. take on new liabilities.
Scheme works by 27 member states providing "credible irrevocable and callable guarantees" worth €25bn, so EU can raise €100bn on financial markets. EU countries running short-time work schemes (and that's all of them) then get loans.
Worth adding: impossible to see current gov would want to join anyway, as would require new commitments to EU budget (loan guarantees). Commission officials certainly not expecting British interest.
