Honest question, to which I don't know the answer:
Does it fall under the Cia's mission (they've got to have some positive value added to Americans well-being) to try and protect us from potential bio-terrorism?

Wouldn't the very most basic step in that dictorate be to at a minimum monitor what is in the vaccines adversarial countries are administering to their own people on an annual basis?
It doesn't seem like it would be that hard to simply collect annual flu vaccine doses from those countries to analyze exactly what they are giving out to in turn analyze what they are expecting relative to what our own country is expecting.
So I guess what I'd like to know, is what was in the Chinese flu shots versus the US or European shots this past fall? Was the same shot given in wuhan as was circulated in Bejing?
Cause just common sense suggests if you want to spread something to your enemies, you'd vaccinate most of your own people first,aside from the necessary incubator region.
I'm not suggesting this is what happened. But if it did would it not help explain why an epidemic was so quickly contained where it started given that reportably 5 million people fled the region?
