Apple & Google's annoucement provides HUGE support for #DP3T against centralised solutions, which *no longer work* under it. The API they specify lets devices to query list of IDs they have seen, but NOT access them to upload them to a central server.

The specification they lay out for their own proposal is extremely close to the published #DP3T 'low cost' design.
The consequence is that if the apps from the UK's NHS or German government want to work properly on new iPhones or Androids, people will have to leave them on (!) in their pockets.
(assuming they do not adopt #DP3T)

Governments cannot be trusted w/ social network data from Bluetooth. So w/ colleagues from 7 unis, 5 countries, we've built & legally analysed a bluetooth COVID proximity tracing system that works at scale, where the server learns nothing about individuals
Health authorities learn nothing
Users learn nothing about other users
Users learn if they were too close to others who tested positive
Governments learn nothing about users
No-one is coerced: everything based on genuine, voluntary consent.
We don't know if Bluetooth tracing will truly help fight COVID-19. Some epidemiologists say yes. But we know that centralising data is a recipe for misuse by law enforcement and police, at least in some countries where the rule of law is weak and power grabs are frequent.

I have problems with the EU High-Level Expert Group on AI's Policy Recommendations, and have a paper on my views forthcoming in @EurJRR. The preprint is now up on @lawarxiv at osf.io/preprints/lawa…. Here's a summary (short thread):
I argue (with the help of a Discworld metaphor, cc @Jackstilgoe) that we don't need policy interventions to help us know when to use AI as much as when *not* to use it (and to frame the problem properly)
Where are the 'low level experts'? (thanks, @sedyst) '720 more professorial chairs in applied ethics' are recommended (!): but where will skills to organise to affect business models like #TechWontBuildIt and #GoogleWalkout come from? And where are affected communities?
