This is true but I think promotes a false sense of security. Trump can have a big influence by pushing red state governors to end the orders and pre-empt local orders and punishing blue state governors who try to keep them in place.
Cities and states are going to take a huge hit to their tax base from the economic shutdown and the cost of dealing with the virus. They are going to be dependent on the federal government for money.
If Trump threatens to cut off the cash for any state that doesn't end the stay at home orders, it's a big problem.
Another thing that will probably happen: Conservative civil disobedience, probably based around assembling large groups and daring authorities to act. Fox will promote upcoming protests, Trump will at least winkingly support them.
Maintaining stay-at-home orders requires a ton of public buy-in, and I find it very hard to imagine that continuing if the president, his party, and its messaging apparatus decide that's not in their interests.

He was literally impeached for abusing his power for political gain, the idea that he's just going to shrug his shoulders and say, "oh well, I guess federalism is a thing" is laughable.
Yeah people are treating this as a gotcha, but the president has substantial coercive powers he can use against states or localities that defy him, and his responses to grievances are generally vindictive.
Right on cue, here come the groups that funded the Tea Party
And they're promising "protests on the streets of conservatives" within the next two weeks. You can bet those protests will be well-funded and get up-to-the-minute promotional coverage on Fox.
Tea Party 2.0: Live Free and Possibly Die Hard
Here come the Fox-promoted protests of stay-at-home orders.
On last night's Hannity, Gregg Jarrett floated that Trump could "condition federal resources on state compliance" with his directive to reopen the economy, adding, "he has the power to limit funding that states so desperately need."
Jarrett is a Trump favorite -- the president frequently live-tweets his segments, retweets his tweets, and promoted his book.

Basically Trump is the only person who could plausibly tamp these protest down before they spur a second wave, if he doesn't act swiftly and in a way that leaves no ambiguity, things are going to spiral quickly.
Fox News hosts are now heavily praising and promoting the Lansing protests against social distancing, ensuring that they will grow and spread across the country. We're looking at Tea Party 2.0, with a possible second wave of COVID deaths in the balance. mediamatters.org/fox-news/fox-n…
And here we go -- Republicans deliberately holding back on providing states and cities with crucial funding so they can use it as leverage to force them to remove social distancing restrictions

The stay at home order are justified as long as the president supports them, and once he no longer does they become illegal infringements on civil rights (if instituted by Democrats, presumable). Funny how that works.
