As I understand this, if the House refused but the Senate moved to adjourn, President Trump could proceed.

A fair bit of attention is being paid to this footnote from the initial Page FISA.

Specifically, the reference to Steele meeting with the FBI in June 2016.

I'm not as convinced its a real smoking gun. Image
Michael Gaeta was Steele's handler. We know this from Lisa Page's testimony - among others.

Gaeta and Steele had worked together on the FIFA (not FISA) corruption case several years earlier.

It's likely how Gaeta came to be Steele's handler.
Gaeta flew to London to meet with Steele on July 5, 2016. But he had been in contact with Steele before that - reportedly in late June 2016 about Steele's info.

Which is how Gaeta knew to request permission from Nuland at State for the trip.

1) Newly unredacted Footnote 293 states:

"[Redacted] Her signature also specifically authorized overseas surveillance of Carter Page under Section 705(b) of the FISA and Executive Order 12333 Section 2.5

"Her" refers to FISA Judge Rosemary Collyer.
2) Section 2.5 of EO 12333 is in regards to collection of surveillance of a US citizen - either on US soil - or abroad.

That person must be deemed an "Agent of a Foreign Power"
3) Newly unredacted Footnote 276 explains the FBI's rush:

"...the desire to have FISA authority in place before Monday, October 17, was due, at least in part, to the fact that Carter Page was expected to travel to the United Kingdom and South Africa shortly thereafter..."
