It could just be me, but I'd be looking more intently at Russian actors who haven't published their SARS-CoV test protocol via WHO - but conveniently exported a new protocol for SARS-CoV - using the same PCR program as 2019 test Sept 26 2019, 1wk after Vektor Labs went BOOM. 
Vektor is also running the Russian SARS-CoV-2 testing, and vaccine development.
They churned out that PCR test just a week or two after China published the genome!

Of course, this is nothing conclusive. The probability that they could use a different fluorescent primer set with the same PCR program (FRT-50) for differential diagnosis, however, in my experience, would be very low.
