NEW: Rep. McCARTHY has named his appointee to the panel meant to oversee the $500b Treasury coronavirus relief fund.

The five-member panel is still not functional as Pelosi and McConnell have yet to make their picks.

But when Trump implemented similar screening for Italy/S.K. travelers, the admin relied on foreign govts to screen before boarding.
@dlippman @Briannaehley @brigurciullo In addition, the screenings only applied to direct flights, so passengers leaving Italy and stopping in, say, Portugal, would not face the same level of screening.
