3. But equally important was Trump was saying governors should decide when they are ready to allow businesses to reopen.
That way, when states take a long time to reopen HE CAN BLAME THE GOVERNORS FOR THE ECONOMY

4. Trump started executing on this strategy today when he supported various protests of Governors. These protests may kill people by exposing them to COVID-19.
But by supporting them, he's positioning himself on the side of letting people get back to work.
That's the priority.

5. If states do reopen and it backfires causing a spike in cases and more death, HE WILL ALSO BLAME THE GOVERNORS.
He'll say they didn't listen to his "plan" and opened too early

6. There are many things that Trump COULD do. He could use the DPA to actually ramp up testing, and production of masks and other protective equipment.
He could have experts design a game plan for states to follow and provide resources for them to do it.

7. But Trump isn't interested in policy. He never has been. He is interested in politics. And he has created a deeply cynical political strategy that will add to the death toll. We'll see in about 200 days whether it works.
8. The key to all of this, to me, is ACCOUNTABILITY
