1. All protesters or people who go to non-essential places, must sign "Waiver of Hospitalization." This "WaHO" will be linked to Medicare or insurance policy number.

...3. People without insurance choose between a red ID or blue ID. Both can be checked. Those with blue must self-isolate, and if sick, can be hospitalized. Those with red can go outside. (All "outside" people will receive red IDs.)
