*Job Description and Protocol of Key Officials in the Presidency* .

1 The position of Chief of Staff world wide is equivalent to the Director, Human Resources of the Ministry saddle with the welfare of the personnel or staff

of Mr President including household engaged staff but excluding the politically appointed staff of Mr President;

2. Like every politically appointed staff of Mr President, the Chief of Staff is personally responsible for ensuring that the household matters concerning

Mr President does not conflict with official or state matters;

3. There is a different between the Chief of Staff, Supreme Headquarters that produced Olusegun Obasanjo, Tunde Idiagbon under the Military rule where there is no constltutional provision for elected .

Vice President; and so the position of Chief of Staff Supreme Headquarters was politically enhanced by Babangida to be addressed as the Chief of General Staff beginning with Ebitu Ukiwe, Aikhomu and Akhigbe;

4. The workings of the Office of Mr President administratively is as follows:
Mr President and the Office of President and Vice President are the highest offices in the nations of the world and enjoy the honour and privilege of a sacred institution that commands the respect

embedded in Commander in Chief of the Armed Forces of the Federal Republic of Nigeria;

5. The Permanent Secretary in the State House is the next administrative principal officer of Mr President and Vice President;

6 The next principal administrative officer is the Personal Secretary to Mr President...the Personal Secretary is always inherited by every President because he or she is a career civil servant whose expertise is usually deploy to stabilise the incoming Mr President;

the appointment of the Permanent Secretary, ,State House is on the recommendation of the Head of Civil Service to Mr President;

7. the duo of the Permanent Secretary and Principal Secretary are the administrative arrow head and think tank of Mr President in the initiation,

formulation and implementation of policies, projects and programs of the Office of the President;

8. the Secretary to the Government is the Secretary, not personal, of both the federal, States and Local Government hence Secretary to the Government of the federation and not

Federal Republic of Nigeria;

9. both the offices of the Secretary to the Government of the federation and Chief of staff are not constitutionally recognised for National Assembly to screen and approve their appointments Which is at the discretion of Mr President;

10. memo or memorandum generates by the Ministries are routed through the Office of the Secretary to the Government and advance copy is forwarded to the Personal Secretary to Mr President, and not to the Chief of Staff to the President, for Mr President's noting or

agenda of discussion with the concerned Minister.

11. the Secretary to the Government of the federation issues letters of appointment to the Ministers alongside their Instruments of Office and all Special Assistants and Advisers and

Chief of Staff to the President received same from Secretary to the Government of the Federation on the directives or approval of Mr President;

12. also the SGF is the Secretary to the Federal Executive Council ( FEC) because each Minister represents a State within the

federation as well as provide Secretarial services to the National Council of States constituting the former Presidents and Governors as well as National Economic Council constituting the sitting President and Governors of the federating States; and

13. the issues of conflicts in Exclusive, Concurrent and Residual Lists are primarily warehouse and implemented in the Office of the Secretary to the Government of the Federation hence the presence of seven Permanent Secretaries to assist him in the

day to day administration of Mr President and protect the interests of the Federating States or other tiers of Governments.

*Conclusion* , the issues of welfare of the personnel in Protocol, Security,

Safety and protection of Mr President and family are the roles and responsibilities of the Chief of Staff to the President and nothing more or less...infact,his discipline or suspension is through the Office of the Secretary to the Government who issued him letter of appointment.

He is not administrative wise not expected to be in the meetings of Mr President including FEC,NEC etc except on protocol assignment or any engagement at the instance of Mr President.
Protocol wise, Mr President and Vice President are expected to be at meetings of FEC, NEC,

COS, as well as National Security briefing with Secretary to the Government providing Secretarial services. Other Principal Officers of Mr President including the Chief of Staff are to be at their duty post during such meetings. Invitation to any Mr President

and National Celebrations such as Independent anniversary etc are handled by the Ministry of Interior under the Chairmanship ot the Secretary to the Government of the Federation with input from other Ministries, Departments and Agencies.

Nigeria is not under military regime where the Chief of Staff Supreme Headquarters or Chief of General Staff position was like the Office of Vice President and so future Chief of Staff to Mr President should visit archives to learn from history... because he is not elected and

not constitutionally, provided for.
Criticism, comments and suggestions are welcome but I am humbled to inform that I had had the privilege to work in the institution,The Presidency for number of years and at responsibility level to know the truth and tell the truth so that

Nigeria will not go through Banana experience again.

Mr President is the heart and blood of the nation and his success must be our collective concern.

His office deserves the best and brightest thinkers and idealistically, respecter of the Coat of Arms and National Flag of patriotism. Long live Mr President, Long live Nigeria.
