A simple answer to a complex question?

Is it my business if a senior member of my team has a consensual relationship with a subordinate?

Let's use equity theory of motivation as a framework.

The most important motivation element in a corporation is the "perception" of equity. Everyone must feel that they are being treated fairly otherwise they won't give their best.

The management of that perception is a key role for the CEO.
The head of HR may not treat the young lady differently but everyone who knows about the relationship will believe that he is treating her more favorably in the office.

That belief reduces their.motivation to give 100%.
It is better for your business for your head of HR to have 20 girlfriends outside the office than 1 in your office.

That one relationship will hurt your business.
That's why Americans say:

You don't shit where you eat.
The solution is to exit the senior person from the business. The head of HR has exercised an incredible lack of judgement that makes unfit for that role.

He has put the business in jeopardy and needs to leave.
Bottom line:

1. You can’t legislate consensual relationships.
2. It’s not your business if he has 20 girlfriends outside the office.
3. But any relationship with office power differential affects productivity.
4. The CEO’s job is to maximize productivity.
