Birmingham city centre just happens to fit nicely into one set of Defra Lidar tiles (SP08NE) so I've added this to my Aerialod data tutorial folder (I added a little border and some text as you can see here): statsmapsnpix.com/2020/03/making… 
as it says in this one and my previous tutorial, you can click the map to set an area to focus on to create this tilt-shift effect (that's why foreground and background are blurred here)
using the view cube to set the angle is quite a nice way to set it up
here's the view from directly above - with 250 metre cells on the ground for scale
