Dr. Phillip Huang of @DallasCountyTx shows Dallas County is one of the lower segments of coronavirus cases. Arguing shelter-in-place responsible.
"What's serious is how rapidly these numbers can increase," Huang claims.

Meanwhile, Hospitals still empty and laying off staff.
"It may not be this real sharp peak but be this slow steady burden on hospital systems," Dr. Huang.

Hospitals empty?
"We're trying to look at the [@GovAbbott ] orders about [reopening]."

"We have to have things in place like testing capacity, adequate PPE," Dr. Huang.
"I was looking at some of my notes at last evening. When this started with this modeling and all ... we were told that the peak was going to be ... between last week and this week. Now I'm hearing you say the peak is out ... another two weeks or three weeks. Which is it?" @JWP03
"The peak may not be a spike, but the highest level," Dr. Huang.
"As we get more information we're continuing to input that into the models," Dr. Huang.
"The recommendation of the group is that we need that baseline of like May 31 [for reopening]," Dr. Huang.
"When was that May date that you stated," @JJKoch

"May 31st at least," Dr. Huang.

"That was not the original information," @JWP03
"You told us at that particular time we would peak either at the end of April or first of May. Now I'm hearing you say ... well now it's going to be May 31st. Which is it," @JWP03
"We're saying we need to maintain that baseline of stay home stay safe by May 31st," Dr. Huang.
"Therefore by May 31st you still need that baseline restriction of stay home stay safe," Dr. Huang to Dallas Commissioners.

"Models are still being revised."
"Are there companies are there industries that have a very low risk capacity that could be viewed to begin opening at the same time that we reach a balance [between health and putting people back to work]," Commissioner Daniel.

"Absolutely," Dr. Huang
"Any reopening will have to be done in a very careful way, a very systematic way," Dr. Huang.
"What you're saying [Dr. Huang] is Dallas County called [shelter in place] at the right time," Commissioner Garcia
"We have to wait until the cases remain steady for at least two weeks," Garcia.

"Correct," Dr. Huang
"I find that to be counter to what all of the information and data you're showing. If that's the case the more testing we do ... chances are the more we're going to find," @JWP03

When you talk about the peak, is it about finding? Is it about death," @JWP03
"The number of new is not the only indicator. That's why there are multiple factors being evaluated that are part of the model," Dr. Huang.

Included are how many are in hospitals.

Me: But Dr. Huang, hospitals are empty?
"It's not a simple answer to just say well when we get to this number that everything's fine and we just open things up," Dr. Huang.
"Can you speak at all to decisions to Georgia, Tennessee and Carolina to open up major sections of their economy this week," @JJKoch

"I don't know where their situation is," Dr. Huang
"What's striking in these curves is how quickly they can go up," Dr. Huang.

"How important it is not to get it wrong."
"With these three states taking the actions that they are ... would it be appropriate to watching closely [these states] if they are successful in opening up their economy without a major spike ... what should be our criteria," @JJKoch

"At least four weeks," Dr. Huang
"You say the same thing but you're exactly right. Which is it," @JWP03

"I'm hearing you say several different mixed messaging," @JWP03

"Why don't you come with the information ... make a state to state comparison."
"Had it not been for the forbearance of this court we would have spent somewhere between 6 and 8 million dollars setting up a 240 bed surge hospital given the modeling that we were relying on. As such we are not there," @JWP03
"I'm not gonna let you all sit here and see, them on the beach with no social distancing, with nothing, it's not even the same kind of modeling," @JWP03

Dr. Huang just contradicted himself. A few weeks ago he told Commissioners the COVID-19 incubation period was four days. Today he said 14 days. Which is it!?
"There are a lot of unknowns and we admit we're learning," Dr. Huang
"We've said those cloth facial coverings don't protect [the wearer]," Dr. Huang
"It's interesting what you want to advance as your position ... I'm still talking about things that impact my community. In Georgia they opened barber and beauty shops. That's not about leisure," @JWP03
"You want to talk about movies and beaches. I'm talking about survival," @JWP03

"You've not put forth any data that says as a result if you do a state by state comparison ... this is what they did and this is the way they made their decision," @JWP03
"You don't want to talk about things that are very fundamental in terms of trying to reopening communities that are the most hardest hit, most severely economically impacted," @JWP03
"Give them an opportunity to survive," @JWP03
"We're going to have elective surgeries opened up here on April 22 and the on 24th we'll have retail to go," @JJKoch
"Would it be possible for non-essential businesses to start on April 27," @JJKoch

[We have experts] looking at these," Dr. Huang. Again points at @GovAbbott orders.
"The court acted on the advice of the medical doctors who did the modeling saying we don't need the hospital," @JudgeClayJ
"What happens when the governors criteria are different from the county criteria," Commissioner Daniel.

"We can't conflict with the Governors criteria," @JudgeClayJ

"We can do things that are not covered in his order."

"I see a day, I want to see a plan," Commissioner Daniel.

"What is the plan for us to follow the recommendations of the medical community and at the same time [reopen non essential businesses]," @elbagarcia
"All I'm saying is you've surrounded yourself with some people," @JWP03 to @JudgeClayJ

"The majority of my community has been impacted. They have been for decades according to CDC."

"Models are ... only as good as data you put in them," Dr. Trish Perl to commissioners.

"Models are dynamic ... they may change," Dr. Perl.
"Because of the interventions that were put in place and how they [were followed] the peak has changed," Dr. Perl.

It may change again based on how well we follow the recommendations.
"Dallas County is currently not meeting criteria to move forwarded aggressively with any kind of opening," Dr. Perl.

Criteria: 14 days without initial cases and are hospitalizations stabilized.
"Models show if we [move] too quickly we [will have another peak]," Dr. Perl.

Perl said models only as good as data you put in it.
"We haven't had our peak yet, what do you mean another peak," @JWP03

"Thank you very much for that correction, I guess I should back up a bit. Maybe peak isn't the right word," Dr. Perl.

"You will have ongoing waves," Dr. Perl.
"You'll have to put restrictions in place, you have to loosen, the you have to watch, and restrict again," Dr. Perl.
"Until we have a vaccine we're going to have trouble control this," Dr. Perl

"Why can we not get in place because we've watched your hospitalizations," @JWP03
"I can't speak to all of the issues in Georgia, Kentucky, or Tennessee," Dr. Perl
"All of us are trying to make the best recommendations with the information we have," Dr. Perl.

"The greatest risk with transmission is when you have person to person contact."
Perl says you have more people in a hair salon. Me: Not grocery stores?
"Are you okay with us going forward on 24th with retail to go," @JJKoch
"The public health community .... we actually suggested ... that we delay until May 1," Dr. Perl
"I had a good conversation with the governors staff yesterday," @JudgeClayJ
"Is that your recommendation to continue evaluating to May 1st and see where we are as far as raising restrictions for some of the least impactful businesses," Daniel.

"The answer is yes," Dr. Perl
"We are very supporting of keeping the additional restrictions the judge has put in place."

"The incubation period for this infection is so long," Dr. Perl.

A few weeks ago Dr. Huang told commissioners it was just 4 days.
