On April 19, Dmitry Rogozin gave a big interview on KP radio, and here is the quick summary of what he said. The full text of the interview is here: roscosmos.ru/28415/
1. Covid-19 in Roscosmos: 42 men infected, 4 of them recovered. 2 employees died, Roscosmos will help their families. Baikonur and Vostochny still free from virus. Roscosmos takes all the measures to prevent their staff from infection and will continue to work on ISS launches.
2. Why NASA and ESA are on lockdown, and Roscosmos isn't? Roscosmos is partly military corporation, and can't stop the works on military projects. The preparation to the flight tests of #Sarmat is underway. The Mission Control Centers are also working (with Glonass for example).
3. About competition with Elon Musk and reducing the price for Russian rockets. Roscosmos increases it's efficiency by reducing the unnecessary costs and firing excess managers. Once, Roscosmos was the leader on the market, selling Proton launches for up to $100 mln...
...then the aggressive competitors came. In USA, the Pentagon and government paying them 3-4 times more for the launches than the commercial customers. This is the classic dumping. It started 5 years ago...
... Unfortunately, it coincided with the internal problems of the Russian space industry, when due to the fall in discipline and loss of technological skills, the accident rate of Russian rockets and upper stages increased dramatically...
... But Roscosmos doesn't give up and managed to reduce the cost of their launches by 39%.
4. About @elonmusk's words about 80% reusability of SpaceX rockets. Russian and American experts calculated the efficiency of the reusable stages and came to the conclusion that the profit can be reached only when the stages are used 10 times. SpaceX didn't reached this rate yet.
... No one knows the real profit of this company, they are hiding it for reason. By the launch with a booster recover, half of the fuel is used to return this booster to Earth. So the rocket that can carry 20 t of payload actually takes out about half as much...
... You shouldn't forget about the other costs: avionics, software, power supplies, sensors, electronics, support racks, hydraulic and electromechanical systems, as well as logistics (marine and aviation support) and much more. The topic raises many questions.
5. About the inter-flight service. Falcon 9 engines use LOX/RP-1 fuel pair. They need to be cleaned after launch. No matter how soft the landing may be, there is a certain dynamic impact, so it is necessary to test the engines and the stage itself before the next launch...
... so the reusability is a nice engineering idea, everyone likes it, but for now, it is a screen to cover the dumping. But Roscosmos won't give up. The Russian rockets are effective and reliable. Enough is as good as a feast.
6. About Russian reusable rockets. Roscosmos is developing 2 of them. The first one is #KryloSV. For it, Roscosmos opens a new design bureau named after Robert Bartini. The first step is to create a light-class test mockup...
... Krylo-SV will land like a plane (on a folded wing -K.P.) due to the Russian geographical specifics. If Roscosmos finds this landing type effective and simple, then a middle-class rocket will be developed, now they call it Soyuz-SPG. It will use liquid natural gas as fuel.
7. About OneWeb and Kourou launches. OneWeb bankruptcy and the temporary suspension of launches from Kourou will reduce the number of launches, what will negatively affect the economy of Russian rocket companies and the launch campaign at all...
...Roscosmos panned to launch 2 spacecrafts from Kourou in February and March, one for UAE, and one for France. But the evacuation of the French team from the Kourou cosmodrome forced Roscosmos to suspended all works there. The launches will probably take place in September...
... Roscosmos has 4 fully assembled rockets on Vostochny and 4 on Baikonur, intended to launch OneWeb satellites. Rogozin doesn't know if 10 contracted launches will take place or not, but at least Roscosmos already received the principal amount of payment by the contract.
8. About Angara. This April, if nothing happens, the next #AngaraA5 will be transferred to Plesetsk and handed over the rocket to the military. Rogozin hopes, the launch will not be postponed. The first launch of Angara A5P (P for piloted) is scheduled from Vostochny in 2023.
9. About Oryol. It is needed for the conquest of deep space, including the flights to the Moon. In 2023, Roscosmos plans its first test launch without a crew from Vostochny. The Oryol intended to fly to ISS is the same ship, but with less fuel. It will be reusable.
10. About Vostochny. It is under construction, the work goes.
11. About young specialists. Roscosmos wants to attract young specialists, so it will start working with them starting from schools and Universities.
12. About job cuts. On the one hand, optimization is underway, and some production facilities are being merged or reduced. On the other hand, new ones are being opened, including those that produce non-space products.
13. About economics. The situation is slowly improving. In 2017, Roscosmos had a loss of 16 billion rubles. In 2018, they received the first billion rubles of net profit. In 2019, even more. The productivity increased by 8%. Overall revenue increased by 15%.
14. About Protons with defective bolts. Skeletons continue to fall out of the closet.
15. About the Lunar program. It is deeply important to start the funding of the heavy-class rocket development in 2021. The government will spend a lot of money to fight the covid-19 pandemic, but Rogozin hopes they will also find money for space programs.
