The fact that so many people are treating the essential businesses that are open as social clubs or outings because they can't figure out what to do with themselves otherwise is a big reason why I'm bearish on safely relaxing restrictions anytime soon.
We as customers need to be using as much contactless delivery and curbside options as possible, and businesses should be converting to do those things more efficiently.

Any kind of early opening effort's going to undermine that. We are still mid-transition for social distancing.
If we as a nation can just sit tight and chill out then we'll gradually get better at getting the stuff we need (and want!) while minimizing risk of exposure to ourselves and the people doing the work.
The idea of going into a store to dink around and browse or to corner salespeople... *shudders*
I'm talking less about the decisions and more about what people will do in response to them. The behavior under discussion is happening under the current restriction levels.
