The National Policy on DM 2009 mentions that Non-Governmental
Organizations (NGOs) will be encouraged to empower the community and
generate awareness through their respective institutional mechanisms.

The Disaster Management Act, 2005 defines the roles and responsibilities of different govt bodies and recognises the prime
responsibility of the state to prepare for disaster response & provide necessary assistance when communities are affected by disasters.

The involvement of the communities is also recognised by the said Act. The
