If house 6 has no internet... but it does have smartphones and tablets... then I'm assuming it has service for smartphones and tablets, which means you could get internet, just not a landline.
If you can't get service, then its flaw is inclusive of another house's flaw.

I mean you could say "Sure you can have a smartphone with you, you just can't connect to the internet but you can do all the offline things with it" but at that point it doesn't perform the function of a smartphone, it's a PDA.
At the point where you've got one house that has a flaw and another house that has that flaw but it's bigger, you've gone from a subjective valuation of "What matters most to you?" to two of the houses where the flaw is objectively worse in one.
Though maybe we're meant to read it as rules and not amenities/external factors. I.e., if the house that has "no video games" does have the internet and smartphones and tablets, then it has video games. So we must read this not as a statement of fact but an injunction.
I would probably wind up with 2 or 5, depending on whether I wanted to gamble on getting decent ghosts vs. putting up with an irritating person. I suppose I could also think of it in terms of who is easier to ignore, the living or the dead?
