Privacy rules have pretty broad exemptions for tracking people, providing its proportionate & only used for the pandemic. A seatbelt rather than a handbrake as @EUstaran beautifully put it.

I’ve been thinking a lot about political good manners. Or their absence.
What if, in a fit of real statesmanlike conduct, Johnson twigged that using his bestest provider could well result in low take up. Would he then change tack and say “High uptake is a priority”
