This is true. But the Protocol is generally clear, in the Agatha Christie sense.
By that I mean that it is deliberately written so as to disguise its real meaning from the casual reader. The clues are all there and admit of only one answer: but if you aren’t being as observant as Miss Marple or Hercule Poirot, you will miss them.
There are also red herrings designed to divert you from the real position but which will confuse anyone who isn’t paying close attention.
