Flynn's Targeting had an evolution.

1. Started 2016 Flynn FARA-Russia
2. Flynn FARA-Russia ended Jan 4, 2017
3. FBI then began Flynn Logan Act.
4. Flynn Logan Act went nowhere
5. Mueller Started Flynn FARA-Turkey
6. Rosenstein 3rd Scope
7. Threaten Jr FARA-Turkey

FARA was always the way the Obama Administration IC apparatus, writ large, would legally justify political surveillance. [FARA = FISA]

Hence DAG Yates, knowing purpose of DOJ-NSD, who ran FARA/FISA operations, would not allow an inspector general.

This is why Flynn had to be removed at all costs.

Obama-era political surveillance was being done through IC (including FBI contractors) with FARA as justification for FISA when needed.

Flynn mere existence in the administration would have exposed it.
