@GovSisolak is about to start his press conference on the state's "Road to Recovery" plan, which will include more details on the state's planned Phase 1 reopening. Livestream here:
Sisolak starts off by apologizing for giving impression that it was #nvleg's fault for issues with UI system, calls it a "long term structural challenge that is not the fault of our legislators."
Sisolak: core guiding priciples should be "Federally supported, state managed, and locally executed.”
Sisolak say the timetable for a recovery will depend on behavior of Nevadans, and will happen in stages
Sisolak: The fog feels like it’s clearing away and many of you are probably asking why you’re sitting at home...why are schools closed?Because we've done a good job, the threat of COVID-19 feels distant and abstract – to many, it might not feel as scary anymore.
Sisolak: Only reason the number of
confirmed cases and deaths is not significantly higher is due
to the implementation of strong social distancing measures
Sisolak says state appears to have reached COVID-19 peak on April 24, and rate has declined since that time. Hospitalizations are also decreasing
Sisolak says state is now able to test ALL symptomatic individuals in the state under testing guidelines. State will continue to work expand testing to asymptomatic people as well
It appears the livestream of the governor's remarks has temporarily stopped working
Sisolak: Non-essential businesses, with some exceptions, may voluntarily reopen under restrictions. Stand-alone stores can open, recommended to wear face coverings
Sisolak: state is considered reopening dine-in restaurants & personal care services

Not open in Phase 1: nightclubs, malls, sporting events, large in-person places of worship and concerts. Gaming also closed at start of Phase 1 (decision up to state Gaming Control Board)
Sisolak: goal is to move to a collective and collaborative governance style. Says state will partner with locally elected officials in county governments
Sisolak says state oversight through existing regulatory/licensing boards will continue but county governments will have "increasing responsibility in determine manner in which businesses" can open and operate.

BUT County governments must meet or exceed state standards
Sisolak also announcing formation of a stakeholder group called "Local Empowerment Advisory Panel" or LEAP to work as resource for counties. Initial members include @MKNVspeaks from Clark County & J.J. Goicoechea from Eureka County
Sisolak says state will require all counties submit data reports to LEAP & state on COVID-19 progress.

Says state will take "quick mitigation actions" to protect Nevadans if there is major new outbreak or cluster, including potentially rolling back reopening
Sisolak says Phase 2 will be called "Silver State Stabilization" and will have additional loosened restrictions.
Sisolak now summarizing remarks -- says reopening plans must be "customizable to the needs and capacity of individual counties."
Sisolak: Let me assure you I have taken all the ramifications into
account in attempting to balance the physical and economic well being of every Nevadan. I believe we are moving at the right pace and in the right direction.
Sisolak says he intended to have more announcements about COVID-19 & state response, but required actions & reactions are "often happening in real time."
