They operate on a transactional basis; which makes it easy for the Executive to pull their legislative agenda through.

To the best of my knowledge, @MBuhari has not sent a single Executive Bill to the National Assembly to implement aspects the Oronsanye report that requires legislation.
I am also not aware that Buhari has consulted with the NASS - bi-partisan caucuses or entire members on this.

Is it not premature to conclude that NASS is not interested in the report since the President has not taken any of the above two actions?

The APC is not only in charge of the leadership of the NASS but also has a majority in both houses. So what is their excuse for not implementing their legislative agenda (if at all they have any)?
