This is a good piece, making the point (again) that though the text of the Protocol is (deliberately) not user friendly, it is clear.
The example of the (deliberately hidden but critical) requirement to apply the entire Union Customs Code to any goods coming in to NI from GB is typical.
One point of correction to @YorksBylines: the Joint Committee doesn’t generally have power to exempt any goods from *border formalities*. The UCC applies. It *does* have power to exempt limited categories of goods from *duties* (though not EU trade remedy duties).
The problem with colluding in drafting that is designed to mislead is that people will be misled. And that creates a serious political problem when the reality emerges, as it is bound to do.
