There is understandably a lot of anxiety and confusion about the French government's plan to quarantine for at least two weeks anyone entering French territory. There are grey areas but my best shot at understanding the plan is as follows. 1/4
The new rules, which go to parliament for approval this week, WOULD apply to French citizens marooned abroad in any country where Covid-19 is circulating. They would apply to permanent Fr residents stuck abroad (such as my wife). They would apply to tourists and business people.
The only exceptions would be truck drivers and other transport workers who regularly cross the border and "frontier workers" who cross to reach their jobs every day. Also anyone with urgent medical work to perform. 3/4
Quarantine would mean being placed in a hotel or medical centre by French government. You can't do your time at home. When will it begin? I presume when the French lockdown ends on 11 May. But this is not clear. Certainly can't begin until the new law passes parliament on Wed 4/4
And just to repeat....the restrictions will apply until 24 July. There may be pressure to lift them earlier if the epidemic continues to abate in France but there is no guarantee that would be successful. 5/4
