If people who throw axes while under the influence of alcohol are going "nah, too dangerous for me," your reopening is going to take a while. bisnow.com/atlanta/news/r…
When and how to lift business restrictions is a really complicated issue, and I don't have the answer. Georgia's doing it faster than seems advisable to me, but lots of other states are starting phased re-openings. A few notes:
1. Even if you think that reopening now is an atrocious idea, don't assume those who disagree are doing it out of indifference to human suffering. There's an awful lot of suffering due to closures too. Balancing that is tough. People can get it wrong without being evil.
2. The studies I've seen, plus states' experiences seem to suggest that cultural norms are way more significant than state policies in curbing spread. Doesn't mean policies don't matter, but this axe-throwing anecdote is consistent with notion that people are taking precautions.
3a. For those who think any reopening is a cynical ploy about unemployment benefits: there's a weird tension in policy, where we have programs like PPP expressly designed to keep people from being laid off but some also think it's immoral to rehire those who WERE laid off. (cont)
3b. Depends on the job, of course, and policy changes could enhance risk, but being open to suitable work has always been a UC benefit condition and we ought to be careful about an assumption that those laid off can't return when their former colleagues are still working.
4. Ironically, axe-throwing is probably way more physically distant than a lot of activities we all already engage in. At least I *hope* that people put some distance between them and others while throwing axes!
