COVID-19 Updates - 5 May 2020

1. FRAGORD 25 is pending publication. It contains guidance on HHGs shipment that can be scheduled 30 days before departure date for CONUS moves and 60 days for OCONUS moves (as outlined in TRANSCOM memo dtd 23 Apr). It also includes commissary

guidance on meats and physical security/access control. Annex EEE updates are projected for inclusion in FRAGORD 25 but did not pass legal review. FRAGORD 25 will not be released tonight and is projected for tomorrow. Hopefully, Annex EEE will make the FRAGORD.

2. FRAGORD 26 is being worked to include language to cover the SECDEF requirements to have the travel exceptions codified in PCS orders. DAG1 is working to include the VCSA or GCC ETP approval memo to cover that requirement.

3. AIT shipments to CONUS and OCONUS is moving slowly. MEPS is shipping to BCT but AIT will operate at a reduced rate this summer. Personnel that require follow-on training (i.e. ABN school) before first duty station will receive that training to the best of their ability.

4. If a Soldier was deployed and not originally eligible for R&R but they were extended due to COVID, they do not earn eligibility for R&R. Since the extension was not mission-related, the Soldier does not get the entitlement.

5. ACS is projected to report on time for their education requirements. More details next week on the assignment process.

6. TRADOC extended 494 Soldiers that are current Drill Sergeants. That does not mean that their assignments were canceled but just delayed the report date due to the lack of replacements to continue to train. Classes are starting back next month at a reduced rate.

7. USAREC is requesting to extend 600 recruiters for continuity of operations. This enables the Army to try to meet their accessions mission. Just like the Drill Sergeants, the assignments are not deleted but only delayed.

8. The officer's uncoil plan is not the same movement window as the enlisted personnel. OPMD is holding until TRADOC can update Annex EEE of EXORD 144-20 to outline the course start dates. Once that is published, OMPD will base the report dates off the

course start dates. Currently, the ILE projected plan is for 75% of the students to report as scheduled or with a delayed report (+30 days) and then the other 25% will start DL and report in January to graduate with the class. More to follow after the release of Annex EEE

10. USASMA Class 71 will report on 3 August 2020 but the class start has been delayed by 30 days. The class will start on 8 September and they will not get spring break to allow them to graduate on time.

11. There is no COVID exception for evaluations during the stop move period. All personnel must be under a rating chain or have appropriate non-rated time entered as outlined in AR 623-3/DA PAM 623-3.

12. As of right now, AIM 21-01 will be a very small market for critical moves that must occur in the winter cycle. Majority of 21-01 cycle will shift to 21-02 and this will be a very large cycle. HRC releasing specific details on the AIM changes and movement plan next week
