I had a good discussion and Q&A on CBBC webinar.
Q:What would you say to people calling for inquiry into origins of pandemic?
A:China has been open&transparent. There is no cover-up, no hiding at all. The noise about "inquiry" is very few, these calls are politically motivated.
A: This is a blame game. Scapegoating. It’s no help for the international response to the virus. Origin of the virus is a matter of science, not a matter for politicians to decide. Politicians should focus on how to mobilize their countries to fight against the virus.
Q: Please comment on free flow of people in & out of China.
A: We have to be vigilant about imported cases, make sure there will be no rebound or second wave. The confirmed cases in China are below 500 now.The more good news like this, the more likely restrictions will be lifted.
Q: Many are worried about pandemic’s effect on China-UK education collaboration, what will you say to them?
A: We attach great importance to safety and health of Chinese nationals overseas, especially students. We provided Health Package to about 100,000 Chinese students.
A: I wrote letters to Vice-Chancellors of 154 universities that host Chinese students. I believe that the fundamental of the education collaboration between China and UK is still there. Once the pandemic is over, we can resume our cooperation.
Q: What do you say to Chinese investors about anti-China voices here, to encourage them to continue investing in UK?
A: I don’t believe anti-China sentiment represent UK government's position or broader consensus among the businesses in UK, including CBBC, 48 Group Club and CBI.
A: UK Government & PM Johnson are still committed to a stronger relationship with China. Business community here welcomes Chinese businesses, support stronger relationship and partnership with China. The main theme of China-UK relations is partnership, cooperation and friendship.
Q: Is demand returning inside China and in China's overseas markets? If not, will that slow economic recovery?
A: We attach great importance to economy recovery. President Xi said we were fighting on two fronts, containing the virus and resuming production.
A: We introduced Six Stabilizing Measures and Six Protection Measures, which have been effective. We are committed to deepening reform and opening up. It offers a lot of opportunities for UK businesses, which is stronger in financial, legal and insurance services.
Q:How could British businesses take advantage of the digital offer in China?
A:Digital economy is offering huge potential for collaboration. UK is inventor of internet, has strength, cutting edge in digital economy, in AI. China and the UK should work together in these sectors.
A: Many UK companies are already operating in China. China is a huge market, the second largest consumer country in the world, soon to be the largest. The digital economy has enormous opportunities and great prospect in China and for China-UK cooperation.
Q: Please comment on Chinese direct investment to the UK, particularly in the “Red Wall” across North and Midlands.
A: We encourage more collaboration between different regions in China and UK.There are complementary interests between the development strategies of two countries.
A: We can dovetail economic strategies. Chinese businesses are very ambitious about making new efforts in places outside London. Acquisition of British steel by Hebei Jingye Group was a good example of Chinese business commitment to UK market, despite this COVID-19 and Brexit.
Q: Please comment on the new UK National Security &Investment Bill.
A: Every country has national security to take care of. Whatever policies or laws, they have to be fair, transparent, and non-discriminatory. China shouldn’t be singled out as target or security threat.
Q: Please comment on China-UK cooperation on climate and COP 26.
A: 2020 is supposed to be remembered as year of collaboration between China and UK in environmental protection and climate change, because the two countries are planning to host COP15 and COP26.
A: We have very close collaboration. I had several exchanges with Secretary Sharma, with regard to how China and UK can work together to make COP15 and COP26 great success, not only for the benefit of our two countries, but also to show our leadership in this important area.
Q: What does Healthcare Silk Road mean for Britain, apart from emergency supplies of PPEs or ventilators?
A: PPEs are just part of our collaboration. President Xi and PM Johnson also attach great importance to collaboration on science and joint research on vaccine and medicines.
A: On government level, we have close policy communication & contact. We share our experience. In international arena, China & UK are good partners. We both support the role of WHO, support international joint response to the virus and support improvement of global public health.
Q: Please comments on China-UK cultural links.
A: China and UK both have time honored history. Every year since I came here, we have hundreds of cultural groups, exchanging visits between the two countries. Edinburgh Art Festival is a big hit in China.
A: I encouraged Royal Shakespeare Company to collaborate with their counterparts in China, both in terms of translating Shakespeare works and in translating Chinese classics. There's a new version of Hamlet staged in China. The opportunities, the potential, are enormous.
