Section 2 is a little confusing, but to put it in layman terms, if someone has already enlisted but hasn't yet processed in, then they can do so 28 days later *pending medical clearance.* But if you haven't already enlisted, you get a P3. "P" is for "Physical capacity/stamina" 2/
So what is a P3 really? "Medical conditions or physical defects that may require significant limitations" sounds like a lot more than "just the flu."
An example of a P3/P4 in the military is heat stroke. Depending on severity, it's usually one of the two. 3/

A history of heat stroke doesn't strictly limit your day to day life as a normal person, but will limit how hard you can push yourself - not compatible with a lot of military service.

Don't expect the government to tell the public everything they know about COVID-19.
