In the #NDS, #NSS, et al, the key, fundamental actor that matters is the state. Hence focus on great powers. Of course pandemics, cyber, terror matter & need to be addressed, but they can only be effectively addressed w/in context of favorable balance of state power. 5/
This is the point @wess_mitchell & I make here: wsj.com/articles/conta…. And I think this is also how @HawleyMO is approaching the trade context here: nytimes.com/2020/05/05/opi…. Get the state balance right, and the rest will follow. Get it wrong, and everything will be worse. 6/
