This @RichardHaass @WSJopinion piece really reflects the other primary int'l relations view:…. I'll quote a bit at length b/c it's clarifying. 1/
"A rising chorus of American voices now argues that confronting China should become the organizing principle of U.S. foreign policy, akin to the Cold War against the USSR. But this would be a major strategic error. It reflects an out-of-date mind-set that sees dealing..." 2/
"other major powers as US’s principal challenge. Today and for the century ahead, the most significant threats that we face are less other states than a range of transnational problems. After all, even if the U.S. successfully countered China, our security and prosperity..." 3/
"could still plummet due to future pandemics, climate change, cyberattacks, terrorism and the spread or even the use of nuclear weapons." This nails the core of the issue: difference over what matters. For @RichardHaass & others, it's transnational threats/dynamics. 4/
In the #NDS, #NSS, et al, the key, fundamental actor that matters is the state. Hence focus on great powers. Of course pandemics, cyber, terror matter & need to be addressed, but they can only be effectively addressed w/in context of favorable balance of state power. 5/
This is the point @wess_mitchell & I make here:…. And I think this is also how @HawleyMO is approaching the trade context here:…. Get the state balance right, and the rest will follow. Get it wrong, and everything will be worse. 6/
