Woo boy... Uh time is meaningless right now. Sorry about that. Anywho, still in #AstroCity, or rather outside of town, so let's talk about Roustabout! He's the answer to a real city mouse missing her urban superheroes. 
Roustabout was yet another #SupermanAnalogue from the "Local Heroes" collection. The story follows a girl named Cammie who's staying with her cousins in the countryside. She complains that it's not as exciting as Astro City until she finds out there are heroes everywhere!
Unlike the faster paced city she's used to, Roustabout is part of the community. Cammie pieces together that her family knows more than they're sharing.
See, unlike the city, where you don't know your neighbors, the community knows Roustabout. He's keeping his identity a secret to the larger world because a shadowy genetics company wants to recover their "most successful experiment" and replicate it as a weapon of war.
Roustabout might not be in the same class as Samaritan or Atomicus, but he's still fast, able to fly, strong enough to rip a car apart or catch a Ferris wheel, and durable enough to come out of superpowered brawls undamaged (though it looks like part of that is a healing factor).
Not every hero wants to leave a mark on history. Some just want to do what's right while not bothering anyone. We don't dig too much deeper, but that's frankly the way Roustabout would want it.
