The emails build on an investigation last winter that found that there had been "political horse-trading"-- the mayor/staffers traded a delayed report on the status of secular subject instruction at yeshivas for political gains

The new emails showed a staffer saying that when the city did issue a report, “it will be gentle and will cite progress (assuming progress continues). We have not said that we won’t make findings, but we have gently hinted at that.”

De Blasio personally called Rabbi David Zwiebel, the head of PEARLS, to ask him to talk to state legislators about supporting mayoral control over the city's schools in exchange for a delayed report.

One thing worth noting-- the main finding of the yeshivas probe was buried on page 13 of a 15-page letter last winter. Parents I spoke to were surprised and pretty angry by the letter's tone-- "gentle" now seems like the perfect word.

The mayor's office extended another favor to Orthodox yeshivas a couple of weeks ago, insisting that underground Satmar classrooms were operating without administrative approval and declining to comment when the opposite turned out to be true.
