In 2016, the FBI took an unprecedented action against Hillary Clinton which likely could have been a but-for cause of Trump's election victory.

And nearly four years later, Republicans are still busy promoting conspiracy theories about how the FBI *was conspiring against Trump.*
Republicans got everything they could have dreamed of from the FBI in 2016: just days before the election, an investigation was opened and made public that caused measurable harm to Clinton's campaign.

Yet Republicans are obsessed with the ideas that they were the real victims.
Now it's 2020, and Trump has already long since directed the DOJ to launch investigations into his 2020 opponent. So now we're just waiting to see when Trump will start arresting members of the prior administration on charges arising out of their derpy conspiracy theories.
Meanwhile, Trump is firing Inspector Generals left and right, though sparing the IGs who comply with Trump's wishes to investigate his enemies, not his friends.

So what are the odds DOJ IG Horowitz will ever actually release his findings on how the FBI tried to help Trump win?

Trump has been fundraising for months off the claim that Democrats are planning to rig the 2020 election by submitting mass amounts of forged ballots. His message to his supporters is explicit: if I lose the election, it's only because of fake ballots.
If Trump loses in November, he's not going to accept it, nor will many of his supporters. At this point, the best case scenario is probably that he responds by filing lawsuits to challenge the results of the election, but the Supreme Court rules against him, and he accepts that.
And the worst case scenario? The expectation of a peaceful transition of power is so grounded in American history that it's hard to seriously consider alternatives.

But President Trump is promoting his supporters' declarations that "the only good Democrat is a dead Democrat."

The building across from me is on fire, with people trapped on their balconies from the smoke. Hoping everyone is okay.
The firefighters are all acting pretty chill, casually scooping people out of balconies with their bucket, so I'd like to think that means everyone is okay? But I guess acting chill in this scenario is kind of their job.
Everyone is fine, but from the gross looking water they're pumping out, the clean up inside probably isn't going to be very fun.

When Trump talks about the "so many letters" he's received about hydroxychloroquine, he is likely talking about this letter in particular:
If you're a government employee, or in any way reliant on federal funding, you now know that doing a medical study that reaches a conclusion other than offering enthusiastic support that the President's favored drug could put your career at risk.
