To the fish the lure appears to be easy prey. The better the lure the more it matches exactly what the prey desires and behaves in a way that makes the prey believe it is unaware of the impending attack.
So a lure by its design invites the attack.

What makes a lure so effective and devastating to the fish? By the time the fish realizes it has swallowed a lure and not a meal, it is fully ensnared. The more it struggles the more it’s caught.
