@edmnangagwa, @MthuliNcube, Western partners like EU, UK grants and aid are being given to Zim but disbursed thru NGOs, with gvt shunned. Why is this so?Why don't they trust gvt? Why does State media celebrate these insults each time a grant or aid is given to NGOs, not gvt?
Why aren't they partnering gvt? Just one reason that has many parts to it, @matigary . Here's the reason: the continuing joke known as Zim's anti-corruption fight. The evidence is everywhere:
This is Supa Mbavha Mandiwanzira. Arrested. Then nothing. He's a notorious thief still active in ZANU PF and gvt still. His corruption network in ZANU PF continues to wreak havoc. But he is a free man, got away scot free on a technicality, despite the evidence. 
This is Mrs US$90mil Prisca Mupfumira, a cabinet minister arrested and brought to court, but the case has also fizzled out. She walks free, interfering with witnesses, supported in this by members of ZANU PF Politburo & Central Comm, like Supa.
This is Brighton Chiuzingo, former Paymaster General in gvt. A thief. Masterminded a web of ghost workers together with Registrar- General workers who issued fake IDs for the ghosts. He was fired, no charges. No penalty. Kept his loot.
ZACC now a toothless bulldog, @matandamoyo, defanged by elements in gvt and ZANU PF. In October last year, we had this:

This is Frank Chitukutuku, ex-ZINARA Chief Looter. He stole money for roads & built Champion Insurance Company instead. Bought houses in Borrowdale, Glen Lorne, cars etc. He hasn't been jailed & continues to enjoy his loot.
His Champion Insurance Co. continues to insure Zim motorists against the damages caused by the roads he actively sabotaged by stealing funds meant to repair & rebuild them.
This is Ozias Bvute, of Metbank. He's a ZANU PF MP, a thief who's corrupted gvt, Politburo & Central Comm. His bank survives only on shady gvt deals, RBZ looks the other way while he loots depositors funds & forces ministries & SEOs to bank with his bank.
@edmnangagwa & @MthuliNcube, your gvt does nothing about any of this. ZACC & @matandamoyo, just continue to talk with no results or action on the ground.
The bottom line: investors, intl community & citizens see that the anti-corruption "drive" was an attempt to hoodwink us, make us think we now had transparent, accountable gvt. It was all a lie, was it?
investors, citizens and intl community do not trust your gvt, @edmnangagwa, @MthuliNcube, so they partner NGOs and avoid gvt. U can't blame them. Your anti-corruption effort is not convincing thieves like Supa Mbavha emboldened to continue looting even today.
Sanctions or no sanctions, this country is not going anywhere with rank incompetence or turning a blind eye in the fight against corruption. Intl comm will continue shunning gvt, investors will continue shunning Zim & even if the sanctions are lifted....
It'll only allow gvt to borrow more money it can't pay back, coz corruption will still drive away investors, local and foreign. No one is falling for this. The failure on corruption fight is the biggest hurdle to Zim's prosperity.
But it'll only take 6 months of seriousness to show the world that, like China, Zim is serious about fighting corruption & not just paying lip-service to hoodwink donors & investors into coming in to have their funds stolen again.
