SCOTUS Hypothetical: can prior acts of congressional reps be investigated by house subpoena?

I suggest @OversightDems issue some subpoenae to investigate the acts of Dennis Hastert prior to his election - and how that impacted certain legislative acts he controlled 1/
i.e. How in 2006, Hastert 'permitted' legislation on child sexual assault to move forward only after it took the death penalty off the table for sexual predators on underage children, so it no longer includes any 'death' of underage victims - requiring contemp. 'murder' instead
So, anyone who assaults a victim who dies trying to escape, or commits suicide after-the-fact - no more death penalty in those cases.

How did Hastert benefit from that?
Might as well subpoena the GOP about what they knew.
