The bill is 1800 pages and includes recovery provisions & health provisions.

It is targeted for a House vote on Friday, but that may slip to next Tuesday. Meanwhile McConnell and the Senate have indicated no urgency to take it up. 2/
Some key recovery provisions:
-$500 billion state fiscal relief
-$375 billion local fiscal relief
-$20 billion tribal fiscal relief

Personal support:
-Expand unemployment insurance out to March 2021
-$75 billion financial support for homeowners
-$130 billion in rental assistance
-$10 billion for SNAP
-$5.25 billion additional food assistance
-$1200 refundable tax credit, EITC, child tax credit 4/
Other support:

-$400 million for the census
-$1 billion economic support for distressed communities
-$12 billion family care for essential/h care workers
-$1 billion for prisons for CV improvement measures
-credits for paid family sick leave
-$3.1 billion worker training 5/
Public health:
-$7.6 billion community health centers
-$2.1 billion for CDC
-$4.75 billion for NIH for research labs
-$4.5 billion BARDA for vaccines
-$3 billion mental health & addiction
-$10.1 billion supportive child care services
-Appointment of Medical Supplies Coordinator6/
Testing & tracing
-Requires a national testing plan by June 15
-Centrakized testing website & listing of testing sites
-$7 billion for public health infrastructure
-$75 billion for contact tracing initiative 7/
Health provisions
-Eliminates cost sharing for COVID treatment
-Medicaid match increase (FMAP) 14 points
-Home & Community based services (10 point increase)
-Coverage of non-emergency transport
-Medicare coverage for COVID
-Nursing home strike teams $ infection control 8/
-Special enrollment period for ACA
-COVID preventive care access, treatment w no cost sharing 9:
Other assistance:
-$100 billion for public schools, including post-secondary
-$30 billion to maintain transit services & highways
-$10 billion small biz relief
-temp lift of SALT cap
-$3.6 billion for elections
-$1.5 billion broadband
-$1.3 billion FEMA 10/
The total bill is $3 trillion.
It doesn’t contain some key things McConnell wants like liability protection for businesses.
It does contain key provisions needed to open the economy safely.
It provides a sustained level of support for the marathon of the virus.
I hope it is taken up quickly in the Senate but suspect we are into June unless the Senate begins to feel more pressure. /end
