The thing is that ad-hoc untrained staffing won't cut it for a long-term plan, especially w/r/t the most addicted and mentally ill homeless. To me, this is an even bigger—not insurmountable but big—barrier than cost to rent/buy the units.
If there's a commercial real estate bust—if tech companies go largely remote or disburse smaller HQs across country, both of which seem likely—the units might be easier to come by than trained staff.
