Under its legal terms, US export statistics and/or Chinese import statistics can be used to assess the deal. We report both.

Through March 2020, China’s purchases of *ALL* covered products were ONLY at

• 40% (US exports)
• 46% (Chinese imports)

…of year-to-date targets. 2/

Through March 2020, China’s purchases of covered *AGRICULTURAL* products were ONLY at

• 37% (US exports)
• 56% (Chinese imports)

…of year-to-date targets. 3/

Through March 2020, China’s purchases of covered *MANUFACTURED* products were ONLY at

• 52% (US exports)
• 53% (Chinese imports)

…of year-to-date targets. 4/

Through March 2020, China’s purchases of covered *ENERGY* products were ONLY at

• 7% (US exports)
• 1% (Chinese imports)

…of year-to-date targets.

(Yes, you read that correctly: 7% and 1%) 5/

The deal FAILS to cover a HUGE chunk of US exports to China. There are no legal targets for such products.

Through March 2020, China’s purchases of *UNCOVERED* products were

• 27% (US exports)
• 35% (Chinese imports)

…LOWER than over the same period in 2017. 6/
