How can PS5 clocks be both fixed and variable? Diff Jobs tax diff areas of the GPU, diff areas of the GPU generate diff levels of heat. On PS4 clocks are fixed, so job1 and job2 run always at the same clock, but while job1 generates little heat, job2 makes the PS4 run hot.

U4 uses job1 a lot so it runs quietly while GOW utilizes job2 a lot so it runs like a jet. On consoles, developers need fixed clocks because they want predictable behavior. On PC, when the GPU heats, its' clocks drop, but a console can't do that, it needs to be predictable.

Sony had tested beforehand how much load each job creates and profiled diff clocks for diff jobs. On PS5 job1 runs at 2230Mhz while job2 runs at 2070Mhz, generating the same amount of heat. Jobs run at diff clocks but the same job always has the same clocks, it's predictable.

On PS5 U5 uses job1 a lot while GOW2 utilizes job2 a lot but this time both generate the same amount of heat, the fan spins at the same rate, the clocks vary but still remain fixed and predictable. This allows the PS5 to reach higher clocks while still remaining quiet & cool.
