This checks out, the Federalist article removes the word "however" out of this to cut any reference point to previous "by the book" comments.

If y’all are such brave truth teller then why did your story cut the whole beginning of the document and then cut references to it.

FYI, Fox News updated this story to say Biden wasn't there. Though there's no note to indicate the story and headline have significantly changed.
Christine O'Donnell says this might have occurred another year now, says specifically 2007. Though it's unclear to me if Biden attended this year either. His calendar on his campaign website on the Web Archive and it indicate he was in Iowa this whole day.

NEW: In deleted tweets, new HHS spokesman Michael Caputo repeatedly directed sexist and sexually suggestive jabs at different women. Calling some "ugly" and "dogface" and tweeting at former FBI lawyer Lisa Page "what's that on your chin."

Tomorrow is two months since then WH chief of staff Mick Mulvaney told a crowd at CPAC the press was only covering coronavirus because “they think this is going to be what brings down the President."
The same day Larry Kudlow said at CPAC, “The virus is not going to sink the American economy. What is or could sink the American economy is the socialism coming from our friends on the other side of the aisle.”
Later at CPAC, Joe Grogan, the director of domestic policy at the White House told a radio show, “We will get through it. It will be fine. And this is just a temporary blip in the markets.”
