Confirming @TravisFain scoop: NCRLA sent this email saying Governor Cooper will make an announcement Wednesday announcing the start of Phase 2 on Friday
Interim NCDHHS guidance for restaurants:

Required:
- No more than 50% maximum capacity
- 6 foot separation for indoor and outdoor dining

Recommended:
- No more than 6 people at a table unless they are in the same household
- Require people to wait outside
- Face coverings
NCDHHS is recommending restaurants avoid offering any self-serve food or drink options, such as buffets, salad bars, and drink stands

Gaston County Chair Tracy Philbeck says "legally the law expects them to follow" the stay at home order.
Philbeck: "We are going to stand with businesses that want to reopen." He says "if you have a business and you open up, I will gladly come."
Philbeck says barber shops and nail salons are governed by state boards and he recommends they seek guidance before opening.

"If you open up your nail salon, my wife will probably come. If you open up a restaurant, I will come and eat."
